Brisbane & SEQ, Building Approvals

Do you need approval for a deck in Brisbane?

The answer depends primarily on height. Elevated decks, any deck with a floor level more than 1m above natural ground, almost always require building approval. Ground level decks may be exempt in certain circumstances, but there are important exceptions.

Key answer: elevated decks need building approval across Brisbane and SEQ. Small, low, open ground level decks can sometimes qualify as accepted development; the exemption criteria are specific, so confirm before building.

Elevated decks: approval almost always required

Any deck with a finished floor level more than 1 metre above the natural ground level is classified as an elevated deck under the National Construction Code and Queensland building legislation. Elevated decks require a building approval in virtually all cases, regardless of size.

The approval process for an elevated deck involves structural assessment of the framing system, bearer and joist sizing, and post or pier connections. A private building certifier reviews the drawings to confirm the structure meets the NCC requirements. For many elevated decks, a structural engineer’s certificate is also required alongside the drawings.

Most decks added to Queensland homes, particularly on sloping blocks or where the deck is attached to the rear or side of a raised timber or highset home, will be elevated decks and will need approval.

Ground level decks: when exemptions may apply

A low ground level deck, where the finished floor is less than 1m above the natural ground, may be exempt from building approval under the Queensland Development Code if it meets size and siting criteria. The exemption thresholds are relatively strict and depend on the zone, lot size, and the specific configuration.

However, the exemption disappears once any roof structure is added. A roofed ground level deck (a patio with a deck floor rather than concrete) requires approval regardless of height, because the roof structure triggers a separate assessment path. Read our patio approval guide for more on how roofed structures are assessed.

If there is any uncertainty about whether your ground level deck is exempt, the safest approach is to get it confirmed with a certifier or contact us, we check this as part of our suitability review.

Pool decks always require approval

Pool decks are treated differently to regular decks, they require a building approval as part of the pool safety compliance process. Pool barrier requirements under Queensland legislation interact directly with the deck structure, so the certifier assesses both the deck and the barrier system together.

Even a low ground level pool deck that might otherwise be exempt as a standalone structure will need approval in the context of a pool.

What drawings are needed for a deck approval?

A standard elevated deck approval application includes:

  • Site plan, location plan showing the deck footprint, setbacks to all boundaries
  • Floor plan, deck layout with dimensions and framing layout
  • Elevations, showing deck height above ground and balustrade height
  • Structural framing, bearer and joist layout, connection details
  • Specification notes, decking material, balustrade type, post specifications

Engineering certification is often required for elevated decks, particularly those over 1.5m above ground or those using complex framing configurations. This is arranged separately with a structural engineer.

Overlays that affect deck approvals in Brisbane

Flood overlays affect many Brisbane riverside and low lying suburbs, Jindalee, Graceville, Rocklea, Chelmer, West End, and others. In flood overlay areas, minimum floor level requirements apply to deck structures, which can affect the design and height of the deck.

Character overlays in inner Brisbane can affect the placement and materials of decks visible from the street. A rear or side deck is generally unaffected, but a deck that wraps around to the front elevation in a character area may require additional consideration.

We check all overlays at suitability review before any commitment is made.

Common questions

Do I need approval for an elevated deck in Brisbane?

Yes. Any deck with a floor level more than 1m above the natural ground level requires a building approval. Elevated decks require structural assessment and certifier review regardless of size.

Do I need approval for a ground level deck in Brisbane?

A low ground level deck (floor under 1m above natural ground) may be exempt if it meets size thresholds under the Queensland Development Code. Once a roof is added, approval is required regardless of deck height.

Does a pool deck need building approval?

Yes. Pool decks require building approval as part of the pool safety compliance process. Pool barrier requirements interact with the deck structure, so both are assessed together.

What drawings are needed for a deck approval in Brisbane?

A standard deck approval requires a site plan, floor plan, framing layout, elevations, and specification notes. Engineering certification may also be required for elevated decks over 1.5m above ground.

Do flood overlays affect deck approvals in Brisbane?

Yes. In flood overlay areas, minimum floor level requirements apply to deck structures, which can affect the design. We check overlay status at suitability review before committing to any project.
