Under Brisbane City Plan 2014, most new carport structures, whether attached to the house or freestanding on the property, are classified as assessable development and require a building approval before construction begins.
There are limited exemptions under the Queensland Development Code for very small, low, freestanding structures, but in practice the majority of residential carports that homeowners want to build will require approval. Building without approval is a significant risk. It can affect your insurance, your ability to sell the property, and may result in a mandatory removal order.
The straightforward approach is to get it approved from the start. The cost and time involved in the approval process is minor compared to dealing with an unapproved structure later.
Residential building approvals in Brisbane are processed by a private building certifier, not Brisbane City Council directly. A private certifier is a licensed professional authorised under the Queensland Building Act 1975 to assess your plans against the relevant codes and issue the building approval. They are licensed by the QBCC.
Once approval is issued, the certifier lodges all documentation with Brisbane City Council, who hold the official records. For most standard carports, council is not involved in the assessment itself. That sits entirely with the private certifier.

Under the Queensland Development Code (QDC MP1.1 and MP1.2), the standard setback distances for carports are 6m from the front boundary and 1.5m from side and rear boundaries on a standard residential lot. These distances can vary with lot size and zone.
If the proposed carport can’t meet these distances (for example, if the site layout means the carport needs to sit closer to a side boundary), a siting variation (relaxation) is required. This is a separate application lodged with Brisbane City Council and assessed by council against specific criteria.

If your property sits within a Character Residential Overlay (which applies across much of inner Brisbane including Paddington, Bardon, Ascot, Hamilton, Camp Hill, and Stones Corner), additional design requirements apply to carports and garages.
In character areas, carports generally cannot project in front of the main building line (i.e., they cannot be visible from the street ahead of the front facade), and material choices must be sympathetic to the character of the area. Some configurations that are straightforward on a standard lot require additional assessment in a character overlay.
