If you're adding a carport, deck or room extension to your home in Queensland, you'll likely need a building approval, and that approval is issued by a private building certifier. Here's what they do and how they fit into the process.

What a private building certifier does

A private building certifier is a licensed professional authorised under the Queensland Building Act 1975 to assess building applications, issue building approvals and inspect work at key stages of construction. They are licensed by the QBCC and operate independently of local council.

Their job is to ensure your proposed building work complies with the National Construction Code (NCC) and applicable Queensland standards. For a residential carport or deck, this means checking your drawings against structural requirements, fire separation rules, setback compliance and other relevant building standards.

Once satisfied, they issue the building approval. After construction is complete, they carry out a final inspection and lodge all documentation with your local council who hold the official records.

When do you need a private certifier?

You need a building approval, and therefore a building certifier, for most residential additions in Queensland. This includes:

  • New carports, attached or freestanding
  • Roofed patios and covered outdoor areas
  • Elevated decks and most ground level decks above a certain height
  • Room extensions and additions to an existing dwelling
  • Garages, sheds and similar Class 10a structures above the exempt threshold

Some very minor structures are classified as accepted development and don't require approval, but these exemptions are narrow. If in doubt, check with a certifier before starting work.

Private certifier vs council, what's the difference?

Private certifier: Assesses building code compliance and issues the building approval. For most standard residential additions, this is the primary approval pathway.

Council: Involved in planning matters, zoning, land use, overlays, character requirements. Also receives final lodgement documentation. Council is directly involved when a siting variation is required (i.e. when your structure can't meet standard setback distances) or when a planning application is needed.

For a straightforward carport or deck on a standard residential lot with no overlay complications, most of the process runs through the private certifier with minimal council involvement.

How do you engage a private certifier?

There are two common ways:

Through your builder: In many cases, your builder will engage a certifier they work with regularly as part of the construction contract.

Directly: You can engage a certifier yourself through the QBCC's register at qbcc.qld.gov.au.
